Many people are exposed to a variety of substances at work
(e.g. chemicals, fumes and dusts) which can, under certain
circumstances, have a harmful effect on their health.
Thus it is important to know how to protect the health of
people working with hazardous substances and also other people
who may be affected by the work being carried out.
The Health and Safety Inspectorate therefore set occupational exposure limits
(OELs) for hazardous substances at work.

There are two types of OELs for hazardous substances:
- Maximum Exposure Limits
(MELs)
- Occupational Exposure
Limits(OELs)
An MEL is set for substances which may cause the most serious
health effects, such as cancer and occupational asthma and for
which 'safe' levels of exposure cannot be determined.
An OEL is set at a level at which (based on current scientific
knowledge) there is no indication of risk to health of workers
exposed.
The levels set for MEL's and OEL's are legally binding and it
is therefore very important for operatives to ensure their
workers are exposed to minimal health risks within the legal
limits.
